What is the best time of day to arrange a WW?

Our alliance fight only 15 or 20 members WW nowadays and we would love to meet with another alliance we know. Do you think its possible in this small (15 or 20) range?
If so, what is the best time for it? That means the estimated least frequent time alliances search for WW? (e.g.should we search when Korea sleeps? )
