No, Notre Dame should not be used as part of a fencing system. Yes, troops will run in between the sides of Notre Dame and any adjacent structure. I have not seen a base design that successful incorporates Notre Dame into a defensive scheme. At best, it forces my troops to travel a little bit further if I am deploying from the edge where Notre Dame is situated.
