Where's the Dock upgrade?

Well, Cold War Age is released, but the dock is still limited to Global age troops. It's far overdue for an upgrade!

I don't know how they can top Rangoon. I don't think they can unless the next location gives something like +5 diamonds an exped. It's that invaluable of an exped.
