WTF is going on with NTG???

It'd be very interesting if sb could tell me how "increased" is the chance of a nation dropping its original NTG. I have attacked 6 Chinese and they gave me 3 times Cheese and 3 times Marble. I have also attacked a lot of Greeks and Japs but none gave me Tea. My Tea is 0 and guess what? Tea is requested for most offensive coalitions atm.
