Rally seems to have declined from what it used to be. Now in addition to the above, I also have troops who will attack the wall they need to get through to get to the building where I rallied them, but as soon as the wall is down they seem to forget why they are there and go attack soemthing else.

It's based on who you are attacking / being attacked by compared to your own size. A big player hitting a small player gets less medals. If that small player wins against a big player they get more medals. If you want a lot of medals from one attack, you need to hit players your own size or...

Having overloaded memory also seems to cause problems

If you leveled up through defending the rewards won't trip until you attack someone. If you have been attacking, since rewards are only given once a day you may just need to wait for it to be 24 hours since you got your last reward.
