i have been above the 799 medal count for a while now, but I am still classified as Copper 1, WHY???

If you leveled up through defending the rewards won't trip until you attack someone. If you have been attacking, since rewards are only given once a day you may just need to wait for it to be 24 hours since you got your last reward.
