Are defenders spwan time capped ?

So I searched every where, cant find any info.
Right now I have the following :
Council = -20 %defender spawn time.
Arcopolis = - 22% defender spawn time.
Museum =- 15 defender spawn time
Hold the gates = garrisons & stables soawn 25 % faster aka -25% spwan time.
Total without library as I am too lazy to check it -82% now my garrison show 2s first wave and 10s addtional waves, garrisons not even in the range of the arcoplois is showing the same.. so something is wrong, as the addtional wave is 25sec without any buff now it should be 4.5 sec after 82% reduction but its still 10s ..

yes it is capped to 10s and this is something we have been asking BHG to remove. Why have this cap in the first place?

First wave 2 seconds and second wave is 10 seconds.. learned it the hard way 😂

Because a spawn time of 0s would be hilarious. The same with dmg and hp of enemy towers or troops. We need a cap. We can argue about the value but not about the cap itself.

No, I just couldn’t find a clear official info anywhere about this.
