I do that often actually. As long as I dont get any stars I can attack people twice if I search fast enough. the pool of players around your medals is smaller the higher you go.
I attacked someone twice in about 10 minutes while using assassins to raid for oil. I only noticed after I had already taken most of his oil and kinda felt bad for stealing 4k oil from him twice.
