Yes a HT loss costs oil, but the point is that normally you shouldn't loose them, after some practice it's the case.
For WW I don't have problems to 5 star high evolved bases, the key is to have maxed aviation (mk6 assault fighters + maxed amelia) and with the howitzers from alliance donation (4 howies) and the 3 I can add myself to my five HT it's enough to finish a base, furthermore I spare 8 infantry untill the end to clean the rest of the map (and planes also help for this). To this you have to add the 3 generals, the mercenaries and the coalitions armies which can also help to finish a map.

Meaning, when other bonuses that all nations have available (uni, coallitions etc.) are all applied, the actual difference in German dps compared to other nation's dps comes down to lower than 15%. I don't even know where to begin with this commentary. Koreans are hardly nerfed because of the tactics change, the change affected every nation, and Koreans still have one more tactic than everyone. The Koreans still have their powerful shooters.
How have the Germans been nerfed after the ''university and embassy''? What bonus drop? Have I been asleep during a nerf?
When did the Romans get ''similar strength as German''? The Romans have more HP, The Germans have more DPS, unless I'm mistaken.
Anyway, your generalisation is ''not bad''. I would change it like this:
British : 100
German/ French : 90
Korean :88
Chinese / Roman :85
Jap / Greek :80

I would agree with this. British is OP for sure if we watch MP replays. I'm playing 2 acc now: 1 Roman Atomic lv182 & 1 Korea Global lv147. Strange thing is Korea account (with or without troop cards but rarely i use more than 2 troops) can take down Global/Atomic opponent level 180-200 for which the other Roman account may find difficult to deal with.

It depends, against a base which is not so strong I spread them to destroy fastly anti-air defense to deploy planes in no-brain mode
Against strong bases I keep them together with the rest of the army, and once the biggest defense part is destroyed I finish the map with planes and with infantry I spared untill the end.

Before University and Embassy, troops normally get 20% dps buff from library, while German got 35% buff， 120% VS 135%， German got 12.5% dps bonus
with University's 30%, it is 150% vs 165%, German got 12.5% dps bonus
with Embassy's 35% , it is 185% vs 200% German got 8.5% dps bonus

If you need 1mil gold for walls upgrade. With Brits you only need to see a base which have 850k Gold. And you will have enough gold for your upgrade at the end of battle

850k +15%= 977k rounded
You need a base with 869k for your 1 million wall.

Yes you loot 15% more with the brits, but you still pay the same price.

Talking about looting only, french are better thanks to the reduced training time allowing you to raid faster.
