Yup, and the formula for time to train a troop isn't simply addition, it's actually multiplication, though I haven't tested this but that's how I believe it should be done, here's what I posted on the wiki the other day about the formula for this:
"With a French Nation, you get -20% in training time, thus a unit that takes 100s to train will take 80s to train. Now, if you use the Training blessing (-70% in the version I'm playing) it will take of 70% of the already deducted time from being a French Nation. 70% of 80s is 56s, and subtracting that from 80, you get 24s of training time. Even if we used your 80%, 80% of 80s is 64 and subtracting that from 80, you get 16s. The formula is simply:
time = (default time)*(1.00 - 0.20)*(1.00 - 0.70)
Note: Use 0.77 instead of 0.70 if you have researched "Zeal" at the library."
