Biplanes vs Generals

Why aren't General treated as defenders for biplane damage calculations? They are treated as defenders for the damage bonus when using ranged units, so I'll have to assume it's a error/mistake/oversight that the biplanes only base damage against them.

Anyway would love some confirmation from the management on biplane damage vs Generals.

Yeah, biplanes do nothing to generals, better to use Zeppelin
