Blitzkrieg shouldn't stop parliament and stronghold from shooting

This is something minor, but there are some things that don't really make sense. Blitzkrieg should stop defender spawning, yes, but the stronghold and parliament shouldn't stop shooting as well. This should also apply to Japanese TCs.
