So heres where we stand: SuperSonic Fighter MK6 has 7900 hp. Reinforced Transport has 10k+ ish hp, and Strategic Bomber MK6 has 4900 hp.
So lets just do a quick comparison and talk about each air units purpose and if their stats help them achieve that purpose.
Museum should not be in the discussion about BASE stats because museum isnt fair for everyone. Museum is like playing the lottery.
FIGHTERS:
1) Great All around air units
2) Damage multiplier for defenders
3) Fast, most popular air units in game
4) Have enough hitpoints for their use/spammability
4a) can survive 3 level 6 sams
TRANSPORT:
1) Fantastic Army Support unit
2) High hp/damage on paratroopers which allows them to be very useful even on maxed bases
3) Slowest air unit in the game
4) Have enough plane hitpoints for their slow mobility
4a) can survive 3 level 6 sams
BOMBERS:
1) Has potential to be an extremely effective air unit
2) Extremely high damage on payload
3) 2nd slowest, least used air unit in game
4) Does not have enough hitpoints for their use/spammability
4a) Cannot survive 2 level 6 sams
5) Deal less damage to town centers & 10% total damage to anti airs
So, heres the thing: When BHG updates the game, like they did with the addition of sam batteries, they didnt update the units that took a huge hit from it, like the bomber. I think the bomber was the only one, actually. So in a patch about a year ago, the bombers were given +50% hp to ALL levels. WONDERFUL, right? Kind of, bombers still are extremely weak in hitpoint and im not asking for a massive unrealistic hp boost because that would put them at the opposite end of the balanced spectrum, BUT they should be raised again.
PROPOSITION: You can either give a flat hp boost, at least 3500 hp OR you can add characteristics which let it take less damage from the major air threats. Perhaps -40% damage taken from fort/towers/sams.
CONCLUSION: All of the other planes have things that their not good at, to balance them out. Transports cant town center snipe/are slow & have a 30s cooldown, Fighters have great all around damage, but they cant kill town centers for easy stars / their hp keeps them balanced for their spammability. Bomber same thing with the town center and deal 10% of total damage to anti airs/strong against all buildings. So theres give and take on each air unit, but bombers still need more hp just to fulfill their basic purpose. If a max cwa bomber could end up with hp in between a fighter & transport, then that would be more balanced.
MUSEUM is meant to add to what we have in the game and make those units more powerful. So the argument that you can just rely on museum boosts to give that unit more stats is not very stable. I could lucky and get double bomber hitpoints 11% on 2 artefacts and i could also play a lot of the game and rank that up to max rank for a nice 40% boost, but you wouldnt have those stats. How is that fair to you? its not, thats the whole point, its a gamble and the base stats of units should be at a place where they are able to do their basic jobs. imagine if howitzers had 500 hp at max rank, thats what is happening here with bombers. So what we would just hope for ranged siege hitpoint boosts? No, we would ask the devs to raise the hp value to a place where howitzers can get a shot off before being picked off by a sniper tower, thats we would do and thats what this post is about!
