Carnaval event refund bug

Refunds on upgrades started before the even appear to be given at only half the event price not the original price paid. CS was able to fix the incorrect refund in one case for me (+1 for CS), but its worth being aware of. Not sure if this is unique to this event or is always an issue for discount periods.

When canceling a refund more than a minute after it starts, you will typically only receive 50% of the resources back.
