Deleting things you've built

Forgive me if I'm missing something somewhere, but can you delete things you've built? For example, in redesigning my nation, I might have pieces of wall or road that I no longer need, but I can't seem to find a way to delete them permanently. The closest I get is going into "erase mode," but even then I eventually have the put down the improvement again before it lets me save.

There is no method to delete a structure that you built permanently.
