Do university buffs not apply to donated troops?

A guy in my alliance asked people what the stats were on his donated troops, and they were lower than they were on the same unit in his own base. This seemed to indicate that university buffs do not stay on units that are donated to alliance members. So I have two questions:

1) is this true?
2) is this intended?

I think also library researches don't affect the donated troops but i could be wrong

They apply to troops in your village.
If you receive rifles, the buffs you made will apply on them.
If you donate rifles to someone else, the buffs he made will be applied on them.
