Unfortunately there was a slight delay, 11.10 update has started to roll out today.

Posted stats are always before (if not then said post is a bug) since not everyone has every bit of library research. This is why base stats are posted for things, as otherwise we'd make assumptions about library/university/museum/etc. At least, this is how the DomiNations wiki is written.

I am just clarifying as a 2 citizen pre library research would make the expeditions 1 citizen to send. That means they are way better than the Info Age expeditions.

Definitely base stats are provided here, it would be confusing to those that haven't completed those research paths if we shared the reduced numbers.

It's on the Active Benefits Council page, so "Open Council" -> "Roster" -> "Active Benefits" to see half of the "Council Benefits" off the screen up top.
