Enable ability to craft legendary artifacts in the museum

It’s currently too difficult to get legendary artifacts. I think BHG should enable it so that you can craft legendary artifacts in the museum just like you do the other artifacts. I have four empty legendary artifact spaces in my museum that have been empty for a while because I cannot fill them because I cannot get any legendary artifacts anywhere. I’ve bought a few chests in the traveling merchant for six coins, each to try to get a legendary artifact, but didn’t get one each time.

I understand your frustration but there are many events twice a year (Summer of Ages/Winter of Ages) where not only does it offer instant age ups and lots of discounts but you can get a artefac legendary in World Wars Conqueror Chest

Like Sergio said you can get them from events plus you can get them regularly at Marco Polo with tokens. It takers a while to save up the tokens but it can be done.
Also, I don't know how many exactly, but I think it takes more than a few chests to get a legendary.
Also, also it helps if you've been playing for years and collecting tokens - otherwise I don't know what else to tell you.

This is mostly a gamble or depends on what exactly we are talking about. Sometimes there is no guaranteed artefact, for example when you buy the 3 chests of Marco Polo for 6 tokens each.
Sometimes the artefact is guaranteed after many chests and tons of money; for example, in the current offer for Leonidas' bust. There you buy 1 chest, then 2 chests, then 5 chests, then up to 10 times 8 chests. After that you get Leonidas "as a gift".
Since each chest has only 1% chance to get the artefact, the following applies

That means after the 11th purchase you have just about a 50% chance of getting the artefact, but you already have paid over 180 euros (price/currency depends on your region!?).
Would you want to flip a coin for 180 euros?
The only "good" news is that you then get the artefact "for free" at 226 euros. (Sometimes the final price is even higher)

By the way, the chests for 6 tokens are a bad choice (on average):
for 300 tokens you can buy most artefacts directly.
If you buy 50 chests with 1% chance with these tokens instead, then you have a 39.50% chance of getting the artefact in total. This is worse than a coin toss and much worse than the guaranteed artefact when buying directly.
With artefacts that you can already get for 100 tokens, you can only buy 16 chests and thus only have a 14.85% chance of getting the artefact.

Of course, there are also one or two lucky players who have the artefact in one of the first chests. But in my opinion, the chest is not worth buying considering the average of all players&chests.
