someone come to my alliance and he attack my base on challenge mode.
he bring 4 generals,is theres a way to do that?
how come he can use 4 gens?

yeah, you can add Khan, and it doesn't count as a General or a troop tactic. It's a rarity.

Or could be Washington, which was sold as a troop tactic in July.

But you have to use those crowns on all of your production buildings first, then on any other building you want.
