I am fairly new to dominations, but as far as I can tell I did not get my bonuses. My rally time has not gone down, and I can't even find where I would unlock the vandal. Maybe I'm looking in the wrong place, but I checked everywhere. My town center is finished upgrading, I'm in iron age right now. Thank you for your time

Vandal is a unit you get from blacksmith when you upgrade your melee unit.

If you have another device, play the game again and notice that the rally time is 35 seconds at default. 30 seconds is correct for germans. Others also have 30 seconds because they have researches and such or maybe a bug that has applied our bonus to them. However, we do have the correct time for our nation.
