I agree that if this discount is meant to be related to the pending rebalance, that it should be available after the rebalance. In addition, advance warning should be given of the dates of both the rebalance and discount, so that we can make workers available. (Alternatively, wave the 14 worker requirement for revolutions after a major rebalance.)
