Heavy Tanks

I had a quick question about heavy tanks. The library allows a research done to unlock splash damage to heavy tanks, does this affect both offensive and defensive heavy tanks? So basically will the heavy tanks coming out of my bunker have splash damage as well as the ones i use as a troop for an attack?
