[Help] Found a strange target. Is this because of the Norte Dame?

Dears, I am new to the DomiNations. Just met this strange target (see below). It seems most of the valuable buildings are hided somehow. Is this because of the Norte Dame? And by the way, is this guy also in the Bronze Age like I am? Why it is so advanced? Does the player level (I am lv11, but he/she is lv28) matter?

The buildings missing got nothing to do with Norte Dame, it's either a glitch or a cheat.. As for his lvl, im not to sure about..

It's not possible to get Norte Dame at Bronze Age, neither is in Bronze Age the gold and food storage capacity would allow you to raid that much amount from him, so yeah this is definitely a hack. Please report this guy as this picture is the evidence for his hacking.
