High amount of gold stored in Town Center... bug?

Recently I've noticed that suddenly stupidly high amounts of gold are stored in the Town Center whenever I go out raiding people. Like last attack, my enemy had about 350k stealable gold, and only roughly 200k was in the gold piles and markets. 150k in the Town Center... how is this possible? When I select my Town Center, it says that it's only storing 600 gold and 600 food. So why is there always such a large chunk of gold in enemy Town Centers while raiding?

P.S. I have tested that it is indeed the Town Center, in case people doubt me. I sent a group of fusilliers to it a few times, wrecking the TC, and that gave me all the remaining gold.

It's the street! if you don't log in for a while your streets are full of gold and it goes inside the TC to be stolen

It even says this as a help tip when loading the game. Read them, you might learn something

My tablet loads the game really fast, the help tips pretty much vanish as soon as they appear
