Seems like we are going to have a psychopath leaderI bet a beer that she will focused towards blessings, because of her fanatism about budism
There is no much of "fanatism about budism" for Wu.
She is the only chinese woman monarch, but apart for it, there is nothing special.

True that, but what do you want to talk bout her? About how many people she killed to reach the crown? Imho she can be described by two ways: psychopath and religious fanatic, there is nothing much in her biography to talk about.

Anyway, I don't find any characteristic of Wu will relate to University Research, maybe we should find some clue for new course from Chinese nations.
Potential Items:
1. Tea Chance : It could be one of garbage course
2. More Workers : Could be a capstone course which adding some workers
3. General related: It is unlikely Wu will buff factory items, so General is a choice making more sense
4. Reduce building time: as they reduce forest and university time, don't be surprised that some reduction in building time
5 Merc related : Merc is another national perk of China,
