Missing munitions after restart

I was in the process of upgrading a communications relay from level 7 to 8.

I logged out and back in and it is GONE

the munition is reset to level 1.
the resource numbers are the same (I didn’t dispose of it)
the troop that had it equipped says level 1 on its relay but it was 7.

you can’t open a ticket now as the bug tracking customer service part of the game is only a few FAQs.

I upgraded from 6 to 7 during a war - but that never mattered before. Someone please help. This has taken weeks to get it that high and it’s just gone.

I had something like that happen. I won't go into details (mine only dropped one level) but then after I leveled it, it fixed itself. After logging off and logging back in.
