The tiebreaker when both teams get max stars is average destruction, not attacks used. So when the enemy gets the 102% destruction, it counts the 102% when calculating average destruction. This means that a glitched attack result impacts the final score when it is being tallied. So we scored a perfect game and so did our opponent.
It is QUITE common among the talented GA alliances to have both teams get perfect scores. This was a major concern for the top alliances, as we get 0 glory from a tie, which seems to happen roughly half the time. This puts all the GA teams at a significant disadvantage when it comes to earning glory.
Now if that wasn't bad enough, now we have situations where you can lose glory after perfecting the opponent. This is why so many people were concerned with the glory system as it was described; the top alliances are at a disadvantage because they are closer to endgame than others(This is an absurd premise and I've never seen a game that seems to actively cater to those players who ARENT endgame players, at the expense of endgame players)
The seemingly easiest solution is to increase the multiplier based on your opponents elo score. Also this glory system is based on a system employed in chess, but in chess the two biggest differences are that any player can play any opponent(doesn't work that way in dominations because war opponents are dictated by the alliance score of your war members, based on building and troop upgrades), and a tie doesn't mean 0 points. If you tie an opponent with higher glory you should gain glory, as a tie implies same skill level as a higher rated opponent.
Now fix those two small features, and add a single line of code to the war calculation screen to ignore any 5 star values that aren't 100%(I've seen up to 110% and as low as 80%) and maybe we will be able to see a more accurate leaderboard.
Another possible solution would be to designate leagues for wars, the same way medals work. The leagues for war could be based on average member levels. This way a team of level 170s player facing other teams of 170 are in their own leaderboard and league, separate from those players who play mostly lvl 110 opponents. Each alliance still can climb their own glory leaderboard, but this way the teams that can't play each other aren't "competing" with each other.
