Shop offers are different for different players?

Been playing for 2+ years and for the longest time I thought offers are bound to different regions, but recently I found out that it is not the case. I have a friend from Singapore has these offers (Screenshot 1) today, and here is my offers in Hong Kong today (screenshot 2). As you see the main differences in both screenshots is that my friend had more offers than me.

The reason I am bringing this is up is because is kinda unsatisfying to see my other alliance members having 30+ elephant archers and other great troop cards while I have none, because I- who plays in the Asia Server- gets none of these great offers. This makes warring a lot less interesting, because elephant archers are strong and I don't have them. The first time I ever saw a troop chest is March 2018, sometime near Easter. But that only happened once for me while troop chests appear for my alliance members every 2 weeks or so.

I hope TinSoldier or any Nexon or BHG member can confirm if those lack of offers in the screenshots are a bug or if my account is bound to some weird curse in which I will never get Elephant archers (excluding events). Also to all other people playing in the Asia server. Does that happen to you? I would like to hear your feedback, solutions or opinions on this issue. Thanks.

I'm not even in Asia and I only see sales for troop tactics and chests, have not had a single crown sale since before cold war age dropped. Apparently there was a very decent crown sale for this anniversary as well which is extremely disapointing considering it's basically my annual monitary contribution to the game.
With how bad the crown value is in late game I won't purchase at the regular cost, the sales were literally the only incentive I had to spend on the game.

I think sometimes the offers are different based on your purchase history. The higher spenders might get ‘better’ options?

they use geotag. Same with those "free offering" to play games, watch videos for crowns etc. Many my teammates on other side of pond can make 5000-7500 crowns from a single game (yes, it takes days to get there tho), but my offers are 5-30 crowns only
