Sniping Tower vs Ranged Infantry (WW)

The Sniper Tower with the benefit of Churchill's commitee (Explosive Damage) is completely neutralizing Ranged Infantry Troop Tactics. A single shot is capable of destroying the 40 Troop Tactic units.

Particularly I really liked the explosive power of the Sniper Tower, but I realize that completely neutralizing a TT with just 1 or 2 shots makes a Troop Tactic totally unfeasible to use in wars.
Perhaps a significant improvement in Ranged Infantry Hit Points could solve this problem or improve their dispersion after being implemented on the battlefield.
Or limit the explosive effect of the Sniper Tower to reach a certain troop limit.

Like a number of things in this game, I don't agree with the explosive sniper tower. As an enhancement to an existing troop it just doesn't make sense. A sniper doesn't shoot rpgs, ffs!
But obviously from BHGs point of view it makes perfect sense (to make defending even more potent)
