The Forbidden City and the Japanese

Hi, I'm about to choose a nation, and have a minor question. If I choose Japanese and build the Forbidden City wonder, will the City be affected by the Japanese nation perk?

Nope. I will recommend you to choose Notre Dame instead. The Forbidden City is useless.
