Tool bar

Can we please be able to set our army tactics tool bar to our liking. I would like to arrange by what I use first it sucks to have to stroll all the way to right for tactics and accidentally deploy mercenaries vand generals by mistake. Plz make this simple but necessary change.

2 lines for the bar would be great. especially on tablet.
