Town Defenders and Alliance Reinforcements Not Deploying When Attacked

The title says it all. Since I have started playing, I've watched most of my defense replays, I've never seen my town defenders deploy from my town on the defensive. The same is true with alliance reinforcements. I play with the Japanese civilization. Maybe that's why? Troops don't deploy just fire out of the town? Not sure why this is happening, but it doesn't happen to my friend's town when he's attacked, and we use the same civilization. Just thought I'd report it. I haven't seen anyone else post this issue, or have it for that matter. Any info on what could be causing the problem, or if I'm just missing something, would be appreciated. Thank you.

Japan gets no TC defenders. Only China does

Defenders from the TC happen for all civilizations, but you have to research it in the library first.

If your TC is being upgrading the alli troops and defenders will not come out if it when you are attacked, just like garrisons and stables, they won't work when under construction.

That makes sense; however, my alliance troops have never deployed when the town center isn't being upgraded. I appreciate the info on the town center defenders. Still, as I said, the issue with allied troops not deploying on the defensive persists. I see no deference between when I have allied defenders and when I don't. If I do have them on the defense, they still need to be replaced after an attack, they just don't deploy. I have no problem deploying them in battle oddly enough. There are no obstructions in my base layout that would block them, if that's even possible. I'm at a loss, and have tried what I can on my end. Nothing seems to fix the issue.

Well I just reviewed a recent defense replay and the allied troops did in fact deploy on the defensive. I'm not sure what caused the issue in the past. This is the first time I've seen it happen. Hopefully I won't have that problem again. There is the possibility that some how I've just been missing something for a while. If that's the case I apologize if I've wasted anyone's time here. However, I did have a friend of mine review several defense logs with me. I thought this was a genuine bug, maybe it wasn't. Whatever the case may be, I appreciate everyone's help. I will repost if I have a problem again in the future. Thanks again.
