I was going to ask a similar question, I'm a week away from completing the final library mortar upgrade to increase range to 5, I've also got both damage and HP up to lvl 5 at the Uni.

Will the mortars be better then howitzers? Obviously less damage against buildings but the lower population cost means I can get more, plus they also target defenders.

I have the 5 range for my global field mortars and it actually hard to say which is better. I was using about 7 with no howitzers however I hunt in the lower medals so they might be less effective against actually good bases.
They work really well in groups to quickly clear buildings and because they have a higher HP they are less vulnerable to sniper towers. What was really cool is that they fight back, this was particularly great against bases that have the wonder which spawns defenders from farms as well as resistance spawns from barracks as the splash damage sort of lingers long enough to wipe them out instantly. Based off of that I would recommend them.

There some issues still notably the retrain time is pretty shocking. The other is that their firing rate is slower than the cannon class which means they will sometimes get out gunned by towers if they wander without support, to be fair though I've certainly seen my howitzers do the same so liberal use of rally would help with that.

An odd issue I've noticed is they sometimes will attack separate sections of wall to their group which lowers their effectiveness and therefore takes longer. Maybe pair them with a bazooka or two?

Overall definitely increases their usefulness but your results may vary based on your league and style.

I feel that mortar is hybrid of an archer and cannons with splash but it is only inferior to each units when it comes to the role.

For anti buildings, it just lacks damage and range. Even with range upgrade, i assume it will lack the DPS of 2 cannons which is ideal for destroying defensive buildings in one shot except for castles, making them vulnerable to most defensive buildings even though its supposed to be good against the buildings. Also, their DPS becomes more dispersed than cannons because you have to make a lot of them and you have to rally to make sure they are focusing one thing down.

Against defenders, its slow attack projectile and vulnerability to defenders puts it in weird place, where it needs a meatshield to perform at its maximum potential but when it comes to killing things, archers just excel at killing defenders rather than mixing mortars, infantry and archers. So I used them few times when I first got them, and never used them again.

I only say that because I seem to flip flop between them and have yet to be firmly committed to either.
Often I'll incorporate both into the mix.

I'm Lvl 160, new global, and I use 3 Art and 3 Mtr for both war and MM. When paired together, they work quite well.

From my experience of trialling different combos the mortars slow lazy arc of firing is much slower than the artillery, and mortars protected with rifles have a higher mortality rate than artillery protected with rifles.
I'm sticking with artillery. (more power is good!) :D

Well having tried mortars with all the library upgrades and just over half the Uni upgrades, I'm not impressed. Back to howitzers for me.
