No long post for this one, simply put: with all the changes, you're fixing matchmaking, right?

A yes or no is all that's needed.

Matchmaking occurs server side, so any 'app' updates won't effect it. The same goes for 'sandbagging'. They can fix both any time they like, they just choose not to.
