I've noticed that when viewing friend's bases, what it's showing me isn't level accurate.
Example - My friends both started the game, and when I view their bases, it showing both of them have level 5 Mills. That is, it's the image of a lvl 5 mill. When in fact they have level 2's. I have no way of verifying if it's doing the same thing when I view bases in multiplayer battle.
