Wall limit 1 not 5? After completing Chapter 1 of Ramparts in Library

I only got +1 wall instead of +5 walls after completing research in library under Ramparts. Is this typo in the message box for chapter 1? Please see SS

Do i need to create another thread? But to update this... i also experience another bug when i completed chapter 3 to add more roads... it did NOT add any road... wasted time & gold again...
