War Hall Artifacts Locked

When I go to my Museum war hall, I, see a message about not being able to change a war artifact immediately after joining an alliance, and a padlock symbol on all the artifacts. Others in my alliance report the same problem. Are other alliances experiencing this?

One time it's seen is during a war search; I can't speak about other times. Is your alliance doing a war search?

Yes, but even if I stop the search we still get the message.

We had a few alliance members experience the same thing. Once our opponent was picked, they relogged and it fixed the problem but uh huh yet another bug.

Yup, once we were matched we could improve artifacts.

Same with me. But i can upgrade when found opponents
