What decides the max # of medals you can get in a multiplayer battle?

During matchups I see opponents that are WAY, WAY stronger than me and yet I can only score a max of 1 medal from them, and sometimes a MUCH, MUCH weaker opponent opponent shows up where I can get almost (or even more than) 30 medals from them.

What decides this?

It is entirely dependent on your medal value versus theirs. This is an overly simple example, but if you have 1000 medals, and take on an opponent that has 2000, the max medals will be very high (like 39). If you both have 1000 medals, it will be equal in what you could earn vs lose. If you have 1000 medals, and your opponent has 200 medals, you will see a battle where the max is very low (like 1 or 2)

Interesting, thanks. I was under the impression that we are matched with other players from our league, so that medal counts would be similar between players, no?

I believe there is a +/-1000 medal range in which you can be matched, and a +/- 1 age difference. The leagues....Im not sure what their purpose is other than to determine how much of a loot/dock bonus you get for your medals :)

I'm pretty sure that leagues do have a part in determining matchups. For example, I'm in the EA and when I'm sitting on ~500 medals, I can have 50k oil in my refinery for 3 days and never be attacked. If I move to 700-800 medals however, IA bases start raiding my oil within a few hours. Dropping back to 500 stops the attacks.

Yeah, there is definitely a noticeable difference in terms of opponents' priorities depending on the league. As you mentioned - oil gets targeted more as you shoot up towards 1k. The funny thing is that once you go really high, resources don't get protected that often (oil usually being the exception). A lot of the time gold/food is just left outside any walls as for these players it's not worth protecting...

I think what you are probably seeing is the effect of the +/- 1000 ceiling shifting down, you are certainly not limited to a league to attack in (that is just a 200 medal range)

True, but I tend to hang out in the gold league for better trade good rewards and matchups
