Why are embassy troops not available for war often?

My embassy troops are often grayed out, not available for war attacks. It feels like this happens more than 50% of the time.

In the most recent case (screenshot below) I was not researching any embassy troops, nor was I upgrading the embassy.

I can't figure out any rationale for this. Anyone know what the rules are?

half the coalitions buff your attacks, half buff your defense. the troops provided by defensive coalitions come into play during your defense, and they are grayed out for your attacks

Defensive coalitions cannot be formed on war day. You have to decide ahead of time whether you want them.Offensive coalitions can be formed any time. I'm not sure what the rationale for the restriction is.

This does not affect my alliance much. My advice to allies is not to form defensive coalitions unless you have a very defense oriented base, or you want to dump some national trade goods. We have one maxed defense CWA base that almost always forms 3 defensive coalitions and rarely even gets hit. That limits our opponents to 195 stars, and everyone else uses offensive coalitions so we get a perfect score and the win.

Glad that you have fun with that. I hate that the game balance is such that one side having a maxed CWA base with 3D means we will just walk away from the war. That imbalance is one of the more P2W features of the game - it basically buys a win against almost any team that doesn't have one of their own. The only real counter is a great attacker with money to burn buying elephant cards and stables.
