Why is CWA rush only 25% off instead of 50% off like it was the previous week?

the issue is Cold War upgrades were 50% off last week. Why reduce the sale the second week. They didn't reduce the sale for any other age during the second week.

Because to be able to launch a viable Space Age they need more people in Atomic Age, not more people advancing to the end of Cold War Age and asking where any new content is.

The reasoning behind this company's decisions have always been a mystery though, so take this with a grain of salt. Regardless, it's a moot point now since it's already happening.

Any discount is better than no discount. While the lesser amount sux, I doubt anyone will NOT be upgrading just because they’re pissed.

I usually don't complain about stuff, but this is rather messed up. I was planning on another week of 50%. CWA has the most expensive upgrades, but the smallest discount?

No, they didn't arbitrarily reduce the amount of discounts for atomic upgrades during the last week last summer. To be fair though, there were no CWA discounts at all last winter if I recall.
