You cannot even buff the decoy until global and even then when you do it’s still not maxed since you can’t do the last upgrade in the armory until Atomic. So the only bases that ever see a fully maxed decoy are global and above unless it’s in war. So if atomic with fully maxed decoy are hitting IA or below in war which does happen sometimes it wouldn’t really matter they are going to easily win that battle anyways buff to decoy or not. So this is a good later game buff.

why the decoy buff?

The buff from IA to GA decoy is huge. GA to AA decoy added only 4k HP and with uni buff its not 5k. IA to GA decoy is about an18k HP buff.....And you do not have to attack ages down to get low defs. Most GA/AA bases have so low defs.

I honestly don't see a huge problem with this change.
If you're talking about GA attacking other GA/AA bases with underdeveloped defenses, it doesn't make a whole lot of difference with or without this buff. They would be able to do so with or without this change. This has not become a huge game-changer as it's made out to be, or has thrown the balance off by a lot.
In most wars, the defensive wins that turn the tide of the war are typically the highly upgraded AA/CWA bases, against which this buff makes little difference, as others have pointed out already.
The other GA/AA bases with under-developed defenses typically get 5 starred anyways, one way or another.
In summary, not a real game-changer or a change that has drastically altered the outcome of wars.
