World War matching

We are a new (level 1) Alliance, X Army.
We fought 3 WWs so far, and we were matched with an enemy level 4 the first time, level 7 the 2nd time and level 8 the 3rd time.
Now we are in planning day with a level 10 enemy.

Does this make sense?

My Alliance is currently level 7 and we've been fighting against level 10 enemies for a very long time now, we win those wars most of the time. Higher level just means that they war more often than you

It also means that donated troops are automatically upgraded to GA - not a little perk.

The perks have been around for months. Any team who has been playing that long will have level 10 perks. Only newer alliances have less. The matchmaking doesn’t take perk level into account when making the match. It is based on XP of players offensive and defensive upgrades. No one knows the exact formula but whatever it is, it was programmed well before the perk system was put into place.

It make sense because ww matchmaking system doesn't consider alliance level, only war weight of all accounts participating.
