Zero citizens for the first level of Hannibal

I was just finishing doing first level of Hannibal, which took me one worker busy, and it came to my mind that my Sejong is not finished yet. So technically those players who had finished him should have zero workers requirements for doing the first level. So I’m just curious - is it true?

Yes, first level takes 0 workers. It's basically the same as the library.
