With "Leaders", Nexon doesnt mean the Leader of an alliance. They refer to all players as leaders as well, you lead your own nation / city.

Another outage at the moment! I have a training blessing and tactic blessing activated, now wasted because I can't get on to use the troops that I keep being told have finished training!

From what I understand when the servers are down for maintenance the game is essentially paused, so as long as you are able to get on as soon as the servers go back online there shouldn't be any lost time. If there is I would probably make a report to cs though
