As it is now, the vault serves one purpose- to provide 300 oil per day. Withdraw 6300 oil, immediately deposit 6000, and repeat the next day.
When trying to save for the huge price tag upgrades, the small amounts that the vault holds is fairly useless. It's hard to build up the resources without marathon raiding sessions.
What I suggest is: Make the vault's capacity a percentage of the Mill/Market/Refinery capacity. Start at 20% and add another 10% each level of the vault, up to 50% capacity of the regular storages. An additional thought is to make the Command Post un-raidable.
