Catherine allows to reduce cost to make a revolution. Well this is not enough - we need
* Catherine allws 0 crowns revolution
* Some way to change wonders regularly also for 0 crown - like a library / university skill
This would allow D player to go O and the opposite.
This will not unbalancer or weaken anything - just allow a wider gameplay.
Of course interested players would have to invest a lot in museum to have both sets ready. But some players switch so its possible. it is just that current principle makes them switch once for all. My proposal is about to allow players to regularly change - like every few months.
