It shows connected. I can "switch" the Google Play account, but it does not load the other base then or prompt to load the other base respectively. I tried reinstalling the app, clearing cache/data before uninstalling. Then I can load my second account on the very first start of the game by choosing the according account. When I then disconnect from Google Play Games and reconnect and then choose the other account, I get prompted to load the other base - but only once. After that, when I then try to switch, it stays at the current base, no matter which account I connect. The prompt to load the other base does not appear again as it used to before the game's last update. I checked connection status of Google Play Games as you've shown in the screenshot. It is indeed connected, but does not let me load the correct base.
