Cant build third barracks, barracks limit reached (Classical Age)

i just unlocked the 3rd barracks and when i go an try to build it, it says the barracks limit is reached. it says 2/3 in the build menu, but doesnt let me whenever i click it. i can see under "recommended upgrade" that there is a level 1 barracks but when i click it just brings me back to the build menu. I tried uninstalling the game and reinstalling but that didnt fix it. any ideas?
