Chinese archers attk lower than normal archers?! REALLY?!!

I am not sure if anyone playing Chinese nation has noticed this..but I am in GP age, the archers in Medieval, Royal Chu ko nu has attk 26, upgraded unit Fire Lance' attack is 35--the normal ones are 27 and 35 respectively. What on earth is happening here?!

You might have had a weapon blessing while viewing crossbowmen/arquebusier, while for chu ko nu you viewed without one.
