Can someone please confirm definitively whether the new Filipino Coalition boosts General HP for both defense AND OFFENSE in WW?

Also, does anyone know what level 7 Filipino General HP boost is? 12%?

I believe its on defense only. (General hitpoints)

12% is level 2. level 8 is like 62%. along with -62% air unit dmg, extremely op.
